We’re making biking better in Wyoming through funding local bike projects, supporting pro-bike policies and legislation at the local and state levels and highlighting great hometown routes on Ride Spot. In February 2019, we helped pass Wyoming’s electric bicycle law, which defined electric bicycles into a three class system and improved access for electric bicycles statewide.

Each year, PeopleForBikes’ City Ratings program evaluates thousands of communities worldwide on the quality of their low-stress bike networks through our Bicycle Network Analysis (BNA). Over time, we’ve seen many cities across the U.S. improve their City Ratings scores. While all score improvements are worthy of recognition, several cities achieved incredible increases in just a few years, showcasing the impact of investments in bike networks and supportive policies that create great places to ride.

Which cities have seen the highest score increases over time? City Ratings data reveals that 39 U.S. cities boosted their scores by at least 20 points since 2020 through the implementation of specific projects that align with our SPRINT principles: safe speeds, protected bike lanes, reallocated space, intersection treatments, network connections, and trusted data. 

Note: Although City Ratings began in 2018, PeopleForBikes refined the program in 2020 to reflect actual speed limits for cities, resulting in some changes to scores between 2018 and 2020.

Policy changes also play a key role in improving scores. Our Legislative Strategies Guide for Safe and Connected Bike Infrastructure outlines policies that create great bike networks, including increased state and local funding for bike infrastructure, Complete Streets mandates, and lower speeds. These policies are critical, as most U.S. cities have a lot of work to do to truly become great places for biking. 

Read on to learn which cities achieved the most dramatic score increases between 2020 and 2024.

Minneapolis' score surged from 17 to 71, leading large U.S. cities for the second year in a row. Key factors include speed limit reductions, OpenStreetMap data improvements, and the construction of protected bike lanes like those on Bryant Avenue South, which was featured as one of our Best New Bike Lanes of 2023. 

Not to be outdone by its neighbor, Minneapolis, Saint Paul jumped from a score of just 9 in 2020 to 61 in 2024 thanks to lowered speed limits and projects like the Jackson Street Reconstruction Project, which added safe bicycle facilities as part of the city’s Capital City Bikeway System. With the city planning to add more than 100 new miles of protected bike lanes, Saint Paul’s score is sure to increase in the coming years.

In 2023, Bloomington reduced speed limits for all neighborhood streets to 25 miles per hour, contributing to a 17-point increase in its City Ratings score. In recent years, Bloomington also expanded its network of neighborhood greenways and constructed numerous road-adjacent shared-use paths and protected bike lanes like the 7-Line, which made our list of the Best New Bike Lanes in 2022. 

Aurora was ahead of most American cities back in 2016, when the city installed a protected bike lane on River Street to close a critical gap in the regional Fox River Trail system. Since then, Aurora increased its score to 50, partially thanks to updated speed limit data in OpenStreetMap.

While it's perhaps not surprising for Minneapolis, the highest-rated large city for biking in the U.S., to have suburbs with good bike networks, it’s always encouraging to see suburban communities climbing the ranks of bike-friendly places. Saint Louis Park, a community of 50,000 people to the west of Minneapolis, increased its score from 15 to 55 over the past four years by lowering its default speed limit to 20 miles per hour and filling in bike network gaps through their Connect the Park program.

In 2022, Corvallis’ city staff updated its OpenStreetMap data to accurately reflect existing bicycle infrastructure, including its Active Travel Corridors, which reduce cut-through traffic, creating a citywide network of safe places to bike. 


Key West enhanced its bike network with several projects, including improvements to the Crosstown Greenway and Staples Avenue bicycle and pedestrian bridge. In 2020, speed limits in the city’s Old Town neighborhood were also lowered to 20 miles per hour, creating a safer environment for all road users.

Although Coeur D’Alene hasn’t yet a score of 50 yet, the city already has 50 miles of multi-use paths, including the popular Centennial, Prairie, and Atlas, trails, as well as more than 64 miles of bike lanes. Thanks to its Complete Streets policy, the city intends to complete another 25 miles of bike paths and 32 miles of bike lanes to further improve its network in the coming years.


After reducing the citywide speed limit to 25 miles per hour in 2016, Somerville further reduced speed limits on most residential streets to 20 miles per hour in 2020 and 2021. The city also made forward progress on its envisioned bike network through projects like the Somerville Community Path Extension and Somerville Avenue.


Following Cambridge’s 2020 Cycling Safety Ordinance, the city greatly expanded its bike network. As one of our 2024 Cities on the Rise, you can read more about Cambridge’s work to improve bicycling here.

While that rounds out the most dramatic score increases over the past four years, numerous communities also increased their BNA scores by at least 20 points during the same period, including:

Nestled at the foot of the Teton Mountain Range in western Wyoming, the town of Jackson is perhaps best known for its access to world-class skiing and the picturesque Grand Teton and Yellowstone National Parks. Thanks to the efforts of local advocates and community leaders though, Jackson is increasingly recognized as a great place for bicycling, too.

According to Sam Petri, the movement for better biking started back in 1994 with the founding of Friends of Pathways, Jackson’s local advocacy group for pathways and trails. Founded by Tim Young, a driving force behind the construction of hundreds of miles of walking and biking trails across Wyoming, the organization helped build Jackson’s first bicycle pathway in 1996.

“Today, we maintain 152 miles of dirt trails and 72 miles of separated pathways throughout Teton County, including 15 miles in Grand Teton National Park,” says Petri, who works as communications and advocacy director at Friends of Pathways.

For 2023, Jackson ranked #6 out of nearly 1,500 U.S. cities in PeopleForBikes’ City Ratings, an annual program that evaluates and identifies the best places for bicycling. Jackson scored an impressive 79 out of a possible 100, putting it on par with some of the best places for bicycling in the world. Brian Schilling, pathways coordinator at Jackson Hole Community Pathways, attributes much of Jackson’s success to the connectivity of its bike network. 

“No matter where you live, work, or go to school, we’re almost to the point where we have the proper facility to get you there safely,” says Schilling. “The shortfall of a lot of systems is that they have one great rec trail, but it doesn’t get you where you need to go. Our goal is to connect you to all of your daily activities, whether it’s your commute or recreation.”

Similar to many places putting in the effort to make biking safer and more connected, Schilling says one of the biggest challenges in shaping a town that embraces bicycling is overcoming the historic norms of how streets are used.

“When pathways were starting to be constructed 30 years ago, it was a foreign concept. People didn’t understand the need or thought it was a waste of money,” says Schilling, noting that when working with existing streets that people have used the same way for 50 years, there will understandably be some pushback when changes start to be made. “After that period of resistance, however, our goal is that 20 years from now we can look back with a new idea of ‘that’s how it’s always been.’ I look forward to when someone visiting Jackson or someone born in Jackson today thinks, ‘This is normal.’”

With an expansive network of trails connecting residents and visitors to the surrounding county, recent projects have focused heavily on improving bicycling within Jackson’s downtown corridor. In March of 2022, the Jackson Town Council approved the Willow Street safe routes project, which created protected bike lanes along one of the town’s main thoroughfares.

“The project covered a really large stretch of road and the new protected bike lanes really changed how it feels to move down Willow Street,” says Petri, who uses the route to bike with his kids to school. “The route connects people to the rec center, Jackson Elementary, downtown, Snow King ski area, our rodeo grounds and fairgrounds, the library, multiple affordable housing projects, and tons of national forest access. It’s hard to imagine life without it.”

While there was early pushback around how many people would truly use bike lanes in Jackson, Petri says that the numbers don’t lie.

“We see 500 riders per day on Willow Street and 1,000 on the connecting Snow King Avenue protected lane,” says Petri, reiterating how impressive the numbers are for a town of just 10,000 people. “You can see the numbers grow every summer — there are more people biking than ever before.”

For Schilling, the power of pathways comes not only from their ability to get people where they need to go but in fostering a sense of community and connectedness. 

“Riding along a pathway in town allows you to have those five-minute conversations with people you can’t have sitting alone in your car,” says Schilling. “Pathways do more than give people a nice bike ride. They create community.”

Bikeways also directly benefit youth, providing them with mobility and independence as they grow up in a small town. 

 “It starts with riding with mom and dad, then grows to riding to a friend's house or school by yourself,” says Schilling. “As your radius of mobility grows, you can have the whole valley at your disposal by high school. And as a parent, you can feel safe knowing your child can leave home and get wherever they want or need to go safely and without driving. “

Building on that sense of community, Petri says that local support for bike-related projects will be monumental in Jackson’s continued efforts to become even better for bicycling.

“I feel like our community has the appetite for positive change,” says Petri. “With encouraging feedback around our existing network, we know we have the support to keep plugging away and doing the good work.”

Looking ahead, Schilling says he wants to take Jackson’s bike infrastructure to the next level, heavily inspired by work being done in Europe.

“Bollards are good for now, but there’s a whole new level we can take our projects to based on Dutch design. I want biking to feel safe, comfortable, and convenient for everyone, regardless of their age or ability,” he says. “Once you’ve experienced something like that and know it’s possible, why would we do it any other way?”

From Town to the Tetons, Jackson Is Best Seen By Bike

In Laramie, kids learn to ride bikes in middle school, and a combination of research and advocacy work ensures they remain engaged cyclists into adulthood.

Middle school can be a difficult time. Not only do kids' hormones start kicking in, forcing physical changes, but schoolwork gets harder, bullying, drama and social challenges are heightened and self-confidence can often wane. Since P.E. teacher Jamie Simmons began teaching kids to ride bicycles at Laramie Middle School, she has noticed big improvements in students’ health and wellbeing, their relationships with their peers and their involvement in bicycling both inside and outside of the classroom. 

Simmons teaches bicycling through Riding For Focus, a middle school bicycle education program run through the nonprofit Outride. When a school signs on to join Riding For Focus, Outride provides everything needed to get 6th through 8th-grade students riding, including bikes, helmets, curriculum and intensive teacher training. When Laramie Middle School was accepted into the program in 2019, it was transformative for the students. 

“When they learn to ride a bike, the whole class gets excited,” said Simmons. ‘I love seeing the kids’ smiles and hearing them say, “I can ride a bike, I can go out and ride with my friends now.’”

Is there a school in your community that would benefit from Riding For Focus? The 2022 Riding For Focus application is now open.

Cynthia Hartung, a professor at the University of Wyoming Department of Psychology, helped Simmons write the initial Riding For Focus grant. Once the program launched at Laramie Middle School, Dr. Hartung began studying the impacts of bicycling for high-intensity interval training (HIIT) on students with ADHD. Dr. Tristan Wallhead, another researcher from the University of Wyoming, has been studying the impact of Riding For Focus on students’ motivation and extracurricular involvement. Participation in all research is completely optional.

Data collected by researchers studying Riding For Focus programs across the country show increased student motivation and improved self-esteem and focus among participating students. Outride also tracks how many kids the program teaches to ride for the first time. To date, at least six students have learned to bike for the first time at Laramie Middle School. Data from Outride’s 2021 annual student survey shows that students who ride bikes more regularly also report better overall wellbeing. 

Riding For Focus’ impact on students has not been the only ingredient for building a bicycling ecosystem in Laramie. Students need places to ride their bikes outside of school that they can get to without a car, partner programs where they can continue riding and a supportive community of bicycling advocates. To strengthen the bicycle training, skills development and youth community building that’s developing at Laramie Middle School, Laramie BikeNet is helping construct a mountain bike trail facility adjacent to the school. According to BikeNet Board Member and Youth Cycling Representative Nick Visser, the organization’s mission is to broadly advocate for cycling in the community and, outside of school hours, the new trail will be open to everyone. Still, Visser sees the location of the bike park on school grounds as crucial — he believes it will help students build on what they learn in Riding For Focus, creating lifelong riders in the process. 

“This project is so impactful because it is involved with the only middle school in Laramie,” said Visser. “It presents the opportunity for every kid in Laramie, no matter what their background is, to practice.” 

Construction of the trail will create a place for students to practice the bicycling skills they learn during P.E. class, as well as a place for students to further develop mountain bike-specific skills. The trail will also serve as a way for the entire community to easily access mountain bike trails in the city. “It's just a great location for getting these kids active and outside,” said Simmons. “They can bring their families on the weekend or come ride on their own once we teach them all the basics.”

Visser is hopeful that the construction of the Laramie Middle School trail and the ongoing popularity of Riding For Focus will continue to increase participation in the local high school mountain bike team. “Last year, when we did our [high school] youth cycling program, we had in the neighborhood of 50 students,” said Visser. “There were maybe 30 students the year before.” In addition to growing participation, Visser hopes to see bicycling continue to benefit youth health and influence the larger culture of Laramie. “This has the opportunity to help students develop cycling as a lifelong sport and, maybe not just sport, but also as a way to ride for recreation and for commuting,” he said.

For Laramie youth and parents alike, bike programming is something to get excited about. Simmons receives countless questions from parents at back-to-school night who want to see their kids involved. “Parent’s ask, ‘How do our kids do the bike unit and how do they join the bike club? We want to get them involved,’” said Simmons. “A lot of communities want what's best for kids — physically active, well-rounded kids are what we all want.”

PeopleForBikes’ latest round of Industry Community Grants funded $55,000 for seven different bike projects across the U.S.

Every year, PeopleForBikes’ Industry Community Grant program provides funding for important projects that make bicycling better in communities across the U.S., including new bike paths, lanes and trails; bike parks and pump tracks; bike racks and repair stations and large-scale advocacy initiatives.

Since 1999, we have awarded more than 400 grants to nonprofit organizations and local governments in all 50 states, Washington, D.C. and Puerto Rico. Our investments total more than $3.5 million and have leveraged $775 million in public and private funding for bike-related projects nationwide. 

This program is funded by our partners in the bicycle industry. We thank Batch Bicycles, Cannondale, Giant Bicycles, Niner, Shimano, Tern, Trail Trust, Trek and Vaast Bikes for their continued participation and support. 

For fall 2021, we awarded $55,000 to seven different bike projects, making bicycling better for everyone from El Paso, Texas to Seattle, Washington. We would like to extend a special thank you to Tern, who went above and beyond to fund an additional project. 

“It means a lot to our team to be able to support PeopleForBikes and the great work they do advocating for all things bicycling,” said Josh Hon, team captain at Tern Bicycles. “It's also our goal to help make the bike industry a more diverse and equitable place so we're happy that PeopleForBikes is funding projects for kids in underserved communities. Announcing Our Fall 2021 Industry Community Grant Awards

2019 started with 11 states using the model three-class e-bike definitions. As of June 19, 22 states now define e-bikes within the three classes, effectively doubling the total in just six months. These eleven new states are: Georgia, Idaho, Indiana, Maine, Maryland, New Hampshire, New Jersey, Oklahoma, South Dakota, Texas and Wyoming.

A few major themes can be attributed to this success. First, states follow each others’ leads and seek regional consistency in how they treat e-bikes, so there’s momentum. Second, the e-bike market is booming and states recognize that riders need consistent and common-sense rules for where they can be ridden.

Last but not least, the unwavering support from the industry led directly to these wins. Without the above and beyond contributions raised by the BPSA E-Bike Committee to build on-the-ground teams in each of these states, making this much progress in one year would not have been possible. The companies that supported the e-bike initiative in 2019 are: Accell North America, Allegion/Kryptonite, Bosch, Brose, Bulls, Cycling Sports Group, DT Swiss, Envelo, Fantic, Felt, Foldaway Solutions, Fox, Genze, Giant, GM, Harley Davidson, Hi-Power Cycles, Ohm Cycles, Oregon E-Bikes, Pacific Cycle, Pedego, REI, Riese and Muller, Rocky Mountain, Shimano, Specialized, Sport Technik/M1, SRAM, Suzhou Bafang, Taioku, Tempo Bicycles, Tern, TranzX, Trek, Yamaha and Yuba.

In 2015, the BPSA and PeopleForBikes began this national campaign to pass clear e-bike legislation in all 50 states in order to create stability in the marketplace. E-bike manufacturers put aside competitive differences to develop the three class system around critical issues like motor assist, pedal assist, wattage and operational rules.

Good e-bike laws are completely changing business models and customer bases. In states where the three class system of e-bikes has passed, suppliers report that sales of e-bikes more than double. On the local level, bike retailers in states with this law report that having a statewide three class e-bike system helps their team clearly explain where e-bikes are and aren’t allowed, and e-bike sales help offset the loss of revenue due to other declining categories.

Most importantly good e-bike laws are leading to better e-bike access. For example, after Wyoming legislators passed the state’s three class e-bike law in February, Wyoming State Parks decided to allow Class 1 eMTBs anywhere a traditional mountain bike is allowed, and even opted to conduct a Class 2 pilot project. A number of local trail access wins from Virginia to Arizona can be attributed to land managers recognizing the increase of eMTB use and creating consistency with the three classes of e-bikes and state laws.

The BNA is a data analysis tool that measures how well bicycle networks connect people to  places. Scores range from 0 to 100 with 100 is a perfect score. Because most people are interested in biking when it’s a comfortable experience, our maps recognize only low-stress biking connections. We compute the BNA score over four steps:

The BNA is dependent on the information about roads, bicycle facilities and key destinations in OpenStreetMap, so accuracy of is important. You can help ensure your city’s BNA is accurate by contributing to OpenStreetMap. The following resources will help you get started.

We’re constantly looking for ways to improve the integrity of the maps we use. This year, we focused on accurately evaluating speed limits, which made a big difference in certain cities’ BNA scores. Because there’s such clear evidence that lower speed limits create safer spaces, we use them as an important measure when determining whether a street is low-stress or not. As our data accuracy has improved and continues to improve, we get a clearer sense of where the most complete networks really are.

While important, speed limits are only one piece of information used to get a picture of traffic stress. OpenStreetMap provides background information about the transportation systems in communities that helps complete our network analysis. A recent analysis looked at various ways of measuring the Level of Traffic Stress, and found that OSM is both low-cost and quite accurate. This analysis also allows us to improve the tool even more as OSM continues to be updated.  

OSM data gives us a great foundation to build on, but it can vary in terms of the availability of detailed roadway characteristics. To account for situations where OSM data is not sufficient, we developed default assumptions based on OSM’s hierarchy of roads. Defaults are used only when OSM data is missing. Our hope is that more and more people will help fill in the holes and make more accurate depictions of their places.

Laramie, Wyoming had a BNA score of 40 in 2018, and 49 in 2019. A jump of 9-points usually signals significant improvements in data accuracy — just having the information is a step in the right direction. In the case of Laramie, it really was a matter of getting a more complete view of how the town works. While it’s important to note that better data doesn’t necessarily equal a better BNA score, sometimes a more accurate view of a place does result in improved numbers.

Provincetown, Massachusetts has a BNA score of 87, the highest in the U.S. Although there haven’t been any organized mapping efforts, quite a few people contribute to OSM updates. Provincetown Bicycle Committee member, Rik Ahlberg, says that because it’s such a small town (17 square miles), it doesn’t take a lot of effort to keep the maps up to date. “The Bicycle Committee uses OSM as its base map for print brochures, so we’ve added things like bike facilities, bike racks, and repair stations. Since the town is so small it’s relatively easy to ground-truth the details,” Ahlberg says. 

In addition to noting bicycle infrastructure and roadways, it’s just as vital to add key destinations. We want a complete pictures of how well-connected a network is, and how easy it is to access places where people need and want to go. Adding grocery stores, retail destinations, schools, doctor’s offices, and parks to OSM helps us get a clear view of a network.

Unlock Your Community’s Potential Using the Bicycle Network Analysis

UPDATE 2/26: On Tuesday, Feb. 26, Governor Gordon signed the e-bike bill into law. 

On Wednesday, Feb. 20, Wyoming lawmakers passed Senate File 81, a bill that introduces clear laws regarding electric bicycles (e-bikes) and where they can be ridden. This three-class system of e-bikes has been successfully advanced by the Bicycle Product Suppliers Association and PeopleForBikes in 11 other states.

Prior to Wednesday’s decision, riding an e-bike in Wyoming without a driver’s license was illegal. As bizarre as that may sound, the rapidly growing interest in e-bikes has outpaced efforts to modify state laws governing their use, leaving e-bikes to be regulated under the same rules as mopeds.

Confining e-bikes to moped laws legally limits their use to the road, since moped use on bike paths is prohibited. In Wyoming, moped users are also required to carry a vehicle operator’s license. These rules make sense for mopeds, but not for e-bikes.

In 2015, the BPSA and PeopleForBikes began a national campaign to introduce e-bike legislation in all 50 states. This legislation organizes e-bikes into three distinct categories — based on design, top motor-assisted speed and how they are regulated at the federal level — and allows most e-bike riders to use the same infrastructure as other bicycle riders.

BPSA and PeopleForBikes carried their campaign to Wyoming thanks to leadership from Cheyenne retailer Patrick Collins. Collins has owned the Bicycle Station since 1982, and his resume also includes a stint as president of the Cheyenne City Council, as well as involvement in many other civic engagements.

Collins spent last fall laying the foundation to ensure a positive reception for the new e-bike legislation, securing a bill sponsor in state Senator Tara Nethercott of Laramie County, and dedicating numerous hours each week to meet with legislators and build a coalition of riders and retailers in support of these changes.

“I’m very pleased that Senate File 81 passed the Wyoming legislature,” Collins said. “One gratifying byproduct of this effort was Wyoming bicycle dealers working together to educate our local legislators about the importance of this bill to our small businesses. The Wyoming Legislature and the transportation committees in both chambers understood our needs and voted to support our small businesses.”

Wyoming Senate File 81 was introduced in early January, and passed the state Senate after just a few weeks. It’s now on the governor’s desk for a signature and, if signed, would become effective July 1.

The success of Wyoming’s bike bill bodes well for similar legislation that has already passed the House of Representatives in Idaho. While constituents in both states are known to generally resist new government regulations, e-bike bills have been warmly received for their business benefits and bipartisan appeal.

With support from the Bicycle Product Suppliers Association and other bike advocates, e-bike bills are also successfully progressing in Georgia, Indiana, Maine, Maryland, Massachusetts, New Hampshire, New York, Oklahoma, South Dakota, Texas and Wisconsin. Read more about your state’s laws here.

On Aug. 29, Department of Interior Secretary David Bernhardt ordered the Bureau of Land Management, Bureau of Reclamation, Fish and Wildlife Service and the National Park Service (NPS) to establish interim policies within 30 days that guide the use of e-bikes on public lands. The departments were encouraged to adopt a policy that allows e-bikes to be ridden where traditional bicycles are allowed. You can learn more about the Secretarial Order.

The NPS announced its new e-bike policy on Aug. 30, stating that e-bikes may be used in the same manner as traditional bicycles, allowing them on park roads, paved or hardened trails, areas designated for off-road motor vehicle use and administrative roads where traditional bikes are allowed. E-bikes are not allowed in wilderness areas and individuals may not operate an e-bike where the motor can be used to propel the rider without pedaling, except in locations that are open to motor vehicle traffic.

NPS Superintendents had 30 days following the agency’s announcement to either amend their Compendium to include an e-bike policy that considers the safety, resource protection and local requirements of their community, or to adopt the e-bike policy as stated in the National Park Service’s announcement.

PeopleForBikes maintains a spreadsheet of the National Parks, Monuments, Seashores and Recreational Areas that have either updated their Superintendent’s Compendium to reflect the Secretarial Order or created a new e-bike policy based on local community needs of their land. We will keep this updated with information as we receive it and hope it is a useful resource.
