We’re making biking better in Nevada through funding local bike projects, supporting pro-bike policies and legislation at the local and state levels and highlighting great hometown routes on Ride Spot.

A quick update on pro-bike policies from across the U.S.

Every year, PeopleForBikes monitors more than 200 state legislative bills to track the national bicycling landscape and quickly rally our supporters to back proposed improvements that could benefit bike riding in areas like infrastructure, funding, incentives and safety regulations.

Although the COVID-19 pandemic required many legislatures to adjust their sessions to accommodate virtual settings, many pro-bike bills across the U.S. still progressed through the legislative process. A few recent examples of these bills can be found below.

Model electric bicycle legislation: These bills define electric bicycles using the three-class system, establish rules of the road similar to human-powered bicycles and exempt electric bicycles from the registration, licensing or insurance requirements that apply to motor vehicles. Model electric bicycle legislation was passed in Alabama (HB 99), Iowa (HF 493), Minnesota (HF 10), Missouri (SB 176), Mississippi (HB 1195), Nevada (SB 369), North Dakota (HB 1148) and Vermont (SB 66) this year.

Safe passing: These bills typically require the driver of a vehicle to provide at least three feet of space when passing a bicycle traveling the same direction on a roadway. Safe passing laws were passed in North Dakota (HB 1290) and Georgia (HB 353) this year.

Idaho stop: These bills typically allow bike riders to treat a stop sign as a yield sign and a red light as a stop sign in certain situations. Idaho stop laws were passed in North Dakota (HB 1252), Oklahoma (HB 1770) and Utah (HB 142) this year.

Vulnerable users: These bills typically help protect vulnerable road users, such as bike riders and pedestrians, by establishing fines that discourage and punish careless driving. A vulnerable users law was passed in Maryland (HB 118) this year.

Sustainable Transportation: This legislation supports decreasing the transportation sector’s greenhouse gas emissions by investing in bicycle infrastructure and electric alternatives to combustion vehicles. Sustainable transportation laws were passed in Colorado (SB 260) and Washington (HB 1091) this year.

PeopleForBikes’ 2021 Mid-Year Legislative Recap

Two-thirds of U.S. states now define and regulate electric bicycles in three-class system 

PeopleForBikes is pleased to announce that 36 states have now signed our model electric bicycle legislation into law, eight of which occurred just this year. We’re seeing increased momentum in states passing this model legislation that clarifies the use and regulation of electric bicycles, making the law easier for retailers, riders and decision makers to understand. Thank you to all of our partners who have supported this initiative so far.

The eight states that signed this model legislation into law in 2021 include Alabama, Iowa, Minnesota, Mississippi, Missouri, Nevada, North Dakota and Vermont. Each state has subtle differences in its laws, but fundamentally, these bills do the following:

Define electric bicycles using the three-class system.

Regulate electric bicycles like bicycles, meaning the same rules of the road apply to both electric bicycles and human-powered bicycles.

Exempt electric bicycles from the registration, licensing or insurance requirements that apply to motor vehicles.

There are still 14 states that have not adopted model legislation. Four of these states lack a specific vehicle classification for electric bicycles and the remaining 10 states recognize electric bicycles in some form, but do not utilize the three-class system. 

Our goal is to clearly define electric bicycles and provide sensible rules for their use. We strive to pass our model legislation in all 50 states to ensure that:

Outdated vehicle regulations are updated to reflect technological advances.

Low-speed electric bicycles are regulated similarly to traditional bicycles.

Consumers and retailers are not confused about their state’s electric bicycle laws.

The public is encouraged to take advantage of the benefits that electric bicycles offer.

PeopleForBikes believes that electric bicycles are the future of bike riding due to the immense benefits they can provide in improving communities' health and decreasing carbon emissions by replacing trips that would be otherwise taken by car. Electric bicycles are replacing single vehicle trips, helping people ride their bikes further with more convenience and making them happier and healthier in the process.

Model Electric Bicycle Laws Now in 36 States

On a year-to-year basis, Acceleration is where cities can make the biggest difference in their City Ratings scores. What we’re measuring here is how committed a city is to growing bicycling quickly. The Acceleration rating is designed to identify cities that may not provide a great bike riding experience today but are doing all the right things to grow bicycling over the next three to five years. 

Acceleration is about setting plans into motion, taking action for the future and recognizing that changing long-term safety and ridership requires action today. Here’s how we calculate Acceleration scores:

Planned growth in bicycle facilities and events. The City Snapshot collects data on the percentage increase in bike facilities and event participation in U.S. cities.

Perceptions of progress. The Community Survey measures how city residents feel about the progress the city is making toward better bicycling.


2020 City Ratings Top Five for Acceleration:

The Fayetteville Mobility Plan, first introduced in 2017, represents a huge shift in the direction of the community’s perception of transportation. The plan benefited from strong community support for investment in active transportation.

Since 2014, Fayetteville has added more than 15 miles of bike trails, and 83% of their population now lives within a half mile of a paved trail (up from 55% in 2015). “Fayetteville is small enough that a person can reach most places by bike in about 15 minutes and get all the way across town in an hour,” says Dane Eifling, Fayetteville’s mobility coordinator. “Our paved trails follow the flattest route right through the middle of town which make them fun and easy to ride along with getting you where you need to go.”

In the near term, Fayetteville has numerous upcoming projects planned to be completed by the end of 2020 to help create an even more well-connected network of bike lanes, paths and trails around the city. Longer term, the city plans to continue their build-out of active transportation paths and trails so that by 2040, 97% of the population will live within a half mile of any given trail.

While bikes might not be the first thing people think of when they think of Las Vegas, recent efforts by the city are looking to change that impression. “Changing perceptions has been important for Las Vegas — whether it’s our sustainability efforts, professional sports, even our bicycling culture,” says Marco Velotta of the city’s Office of Sustainability. “Las Vegas has made great strides to make itself a place for bikes.”

Such strides include constructing and funding more bike facilities, promoting bicycle use for transportation and continuing to foster the growth of bike culture for riders of all ages, abilities and skills. “The Las Vegas City Council will soon be considering the adoption of a new comprehensive 2050 Master Plan, which contains the goal of connecting and enhancing accessible bicycle and pedestrian facilities as part of a safe and efficient complete street network,” Velotta says. “The plan recognizes bicycling as a necessary active mode of transportation, and getting around without the need for using motor vehicles is something that offers a great degree of freedom as well as an affordable way of commuting.”

As part of the plan’s implementation, Las Vegas will be adding hundreds of miles of new bike lanes, including buffered lanes separate from vehicle traffic, and continue to expand the build out of its off-street trail network. 

Talk about acceleration: Here’s what Bella Vista has accomplished during the last five years. Between January and November of 2016, the small city in Northwest Arkansas broke ground and completed 40 miles of multi-use trails. Construction of an additional 52 miles of multi-use trails began in September of 2018, which includes eight tunnels, three bridges and seven trailheads. 48 miles  have been completed, and the final four miles will be finished this summer.

“Bella Vista’s trail system provides a much needed mode of active transportation due to the area’s steep topography, lack of sidewalks, disconnected neighborhoods and miles of winding roads with narrow shoulders,” says Bella Vista Trails Coordinator Kay Curry. “The trail system allows the community to get out and explore natural areas that weren’t possible to access before.”

Looking forward, Bella Vista’s Metfield Greenway extension is the next step in the city’s push for a more well-connected network for bikes. The 2.9 mile extension will help connect neighborhoods, parks, recreation centers, a school, a hospital, retail centers and trailheads to the regional trail system, as well as expand the opportunity of active transportation to the greater Bella Vista community. 

A handful of U.S. cities consistently top the bike-friendly rankings, but some unexpected places are also rising through the ranks. A pack of upstart cities — including Memphis, Tennessee; Las Vegas, Nevada; and Ferndale, Michigan — are speeding toward better biking futures and could challenge better-known biking destinations for top accolades.

These movers and shakers are identified by their acceleration score in the PeopleForBikes City Ratings. This score accounts for both recent bike infrastructure improvements and projects in the pipeline, as well as the increase in bicycle events and the community’s perception of progress. PeopleForBikes designed the acceleration metric to capture not just what cities have done already to strengthen biking in their communities, but where they are headed — and how quickly.

Memphis: From “worst” bike city to top accelerator

A decade ago, when Memphis had just two miles of bike lanes and had been named America’s worst city for biking, few would have predicted such rapid progress. Today, Memphis scores 4.5 out of 5 on acceleration — the second-highest score in the nation after New Orleans (another city not usually associated with great biking).

Memphis is on track to have more than 300 miles of on-street bike lanes, according to Bikeway and Pedestrian Program Manager Nicholas Oyler. By next summer, the long-awaited Hampline trail will connect two of Memphis’s largest parks via the city’s first median-separated cycle track.

Memphians are also signing up for the city’s new bikeshare program at a rapid clip, Oyler says. Launched in May with 600 bikes, the program will grow to 900 bikes next year.

The large, diverse area of South Memphis is another major focus for bicycle network improvements and public outreach. With technical support from PeopleForBikes’ Big Jump Project, the city is asking residents to prioritize streets for improvements. Work will begin next year.

With the bikeshare on the ground and a growing network of places to ride, Oyler says,

“We are going to see more and more people out on the streets riding bikes and taking advantage of all of the investment we have been doing as a community.”

Las Vegas: Miles of progress, miles more to go

Similar to Memphis, the city of Las Vegas has also transformed dramatically over the last decade. The city now boasts nearly 500 miles of on-street bike lanes, a feat accomplished in conjunction with repaving projects. Las Vegas is now upgrading some of its lanes to buffered facilities, improving crossings at major intersections, and adding hundreds of bike racks.

Recruiting bike commuters remains a tough sell due to high summer temperatures and the city’s sprawling layout, says the Marco Velotta of the Las Vegas Planning Department. But recreational riding is growing in popularity, and local jurisdictions are collaborating to continue building the region’s trail network. An avid mountain-biking community supported the recent installation of two bike parks and continues to advocate for more amenities.

“We’ve had a lot of good momentum over the past couple years,” Velotta says. “People don’t connect Las Vegas with bicycling, but you just have to know where to look.”

At barely four square miles, Ferndale, Michigan, has been able to install bike lanes on most of its major streets, according to planning manager Justin Lyons. Now the city is focused on upgrading more of those to buffered and protected bike lanes.

“When you provide infrastructure that’s comfortable and gives people a safer feel,” Lyons says, “they are more willing to get out and ride their bikes to dinner, or to go shopping, or run errands around town.”

Ferndale is a Detroit suburb, so improving connections with surrounding communities is an essential component to making biking convenient. By November, people will be able to bike into Detroit along the city’s first fully protected lane.

Other recent efforts to make Ferndale more welcoming for people on bikes include requiring bike parking as part of new developments, adding protections at intersections, and installing bike repair stations.

Lyons says he’s excited to see how their work is reflected in the next City Ratings, and especially in Ferndale’s Bike Network Analysis (BNA) which helps communities measure the quality of their low-stress network. City staff spent a lot of time updating Ferndale’s OpenStreetMap, which informs the BNA, because they wanted to establish a benchmark, Lyons said. “The next time [we get our rating,]I think we’ll see an increase in score.”

Whether these cities fulfill their promise remains to be seen, says Kyle Wagenschutz, PeopleForBikes’ director of local innovation. “We’ll be able to see in three to five years, do the acceleration scores accurately predict cities working to make changes on the ground?”

The other challenge is sustaining momentum. Some cities that already boast extensive networks tend to slow their efforts after reaching a certain point. Others, such as Fort Collins, Colorado, show determination to keep improving. The city won the country’s No. 1 overall City Rating, yet it still placed in the top 20 for acceleration based on efforts to continue connecting and upgrading its network and encouraging more people to ride.
