We’re making biking better in Nebraska through funding local bike projects, supporting pro-bike policies and legislation at the local and state levels and highlighting great hometown routes on Ride Spot. In fall 2018, our Community Grant Program provided funding to the West Point Trails and Pathways Project, supporting funds already raised by the West Point Community Foundation to connect residential areas to schools and parks via bike.

Home to nearly 90 miles of trails and more than 260 miles of bikeways, Minneapolis has built one of the country's most connected bike networks, making it easy for residents to reach everyday destinations without getting behind the wheel.

For those of us who call the Heartland home, the PeopleForBikes’ 2026 City Ratings tell a familiar story.

Our communities might not have the largest populations, the biggest transportation budgets, or the highest density. But year after year, cities across the middle of the country keep proving that great places for biking can be built anywhere.

This year's results are especially meaningful because PeopleForBikes introduced a more rigorous methodology — one that places a greater emphasis on network quality, connectivity, and access to destinations. For the Heartland, the results are encouraging.

The Heartland includes Alabama, Arkansas, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Nebraska, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, and Wisconsin.

Connectivity Is Becoming the Heartland's Strength

The highest-performing cities aren't simply building more trails or adding more bike lanes. They're creating networks that link neighborhoods to schools, downtowns to business districts, and homes to everyday destinations — making it safer and easier for people to choose a bike for short trips, daily errands, and commuting.

A City Ratings score of 50 represents an important milestone. Communities that reach this threshold have built networks that allow a meaningful share of residents to comfortably access daily destinations by bike — not through standout projects, but through a connected system that works together.

This year's methodology updates make that benchmark even more significant. Top-scoring communities are earning it under a framework that more accurately reflects the quality and usefulness of their networks.

One of this year's most exciting stories comes from Northwest Arkansas. Bentonville reached a City Ratings score of 50 for the first time, reflecting years of investment in connecting neighborhoods, schools, and business districts. Fayetteville followed closely at 49, and Bella Vista climbed the charts as well moving up from 44 in 2025 to 49 in 2026.

Together, these communities illustrate a broader regional trend: cities are moving beyond recreation and focusing on how biking can support everyday life — giving residents more transportation choices, greater access to opportunity, and stronger ties to their communities.

From North Dakota to Louisiana, communities throughout the Heartland are proving that connected transportation networks are built through dedicated local leadership, long-term vision, and a commitment to making communities safer for the people who live there. Those investments strengthen local economies, support healthier lifestyles, and make communities more desirable to live, work, visit, and play.

The Heartland has always excelled at coming together and building the kind of places we want for our families. Increasingly, that includes connected communities where more people can safely and easily choose to get around by bike.

Heartland Communities Continue to Raise the Bar for Better Biking

North Omaha is the heart of Omaha, Nebraska’s Black community. It’s home to artists and activists and rich in culture and history. North Omaha is the birthplace of Malcolm X, home to three-weight world champion Terence “Bud” Crawford, and where jazz icons like Duke Ellington performed in the historic Dreamland Ballroom.

Like countless Black communities across the country, North Omaha has experienced generations of disinvestment, including being deliberately cut off from the rest of the city and denied basic public infrastructure and other services. Positively, residents in North Omaha are making strides toward a more connected and healthy neighborhood with projects like the North Omaha Trail, which aims to reconnect the neighborhood and increase public health infrastructure, guided by the communities along the route.

I became interested in sharing this as an Omaha native. Although I grew up in West Omaha,  I had the opportunity to bike on the trail in 2022 during the Juneteenth Joy Ride as part of the annual Juneteenth JoyFest, a Black Arts and Cultural Festival founded by Alajia McKizia in 2021.

Manuel Cook, a North Omaha resident, returned to Omaha after studying in the Netherlands in 2017 and wanted to bike around the city as he had gotten used to overseas. Upon returning, he took a job as a planner for the City of Omaha Planning Department, working with Neighborhood Action and Fact on a North Omaha neighborhood revitalization plan. While searching for different routes to get downtown, he stumbled on the route that is now the North Omaha Trail. He found that other folks in the neighborhood were using it as well to cross the Pratt Street Bridge over Highway 75, which divided and displaced the community in the 80s.

“The idea that came up was having a linear park. That's how we got some initial funds to clean up the area, and then through that, worked with Papio NRD and the National Park Service to put together the concepts for the North Omaha Trail,” says Cook. “That's where it really originated, it was that work with the community.”

This set in motion planning and fundraising for the trail in 2018. It was during this same period that Heartland Bike Share, Omaha’s bike share system operated by nonprofit ROAM Share, introduced electric bikes into its system. Cook partnered with Heartland Bike Share to organize a ride, with the first e-bike ride taking place on what would become the North Omaha Trail. 

Supporters of the trail project have always seen bike share as a natural fit, and the final build-out of the trail project will include Heartland Bike Share stations.

“Often, I learn about a project, and then I force myself in. I have to justify why it makes sense to put bike share,” says Benny Foltz, CEO of ROAM Share, which operates Heartland Bike Share. “But this [project] was very holistic, exciting, and everyone understood. We got no resistance. Bike share was just expected to be on the trail, as bike share should be.”

ROAM Share launched in 2011 with Heartland Bike Share and added Bike LNK in 2018 and Valentine Bike Share in 2020. Equity has always been a priority across the cities they serve in their operations, programming, and community engagement. Heartland Bike Share, specifically, has a Library Pass Program — where bike share passes can be checked out for free at Omaha’s 13 libraries, the Council Bluffs Public Library in Iowa, and the Sump Memorial Library in Papillion. They also offer a Reduced Cost Membership Program across all of their locations, providing $5 annual memberships to financially vulnerable residents, and host a free community rides series called We on Wheels (W.o.W). 

In 2024, Foltz worked to introduce the first bike share-specific state bill in the US — LB 1250. The goal of the bill is to create a grant program of up to $250,000 within the Nebraska Department of Economic Development for nonprofit organizations that operate bike share programs. While no action has been taken on the bill yet, it sets an important precedent in the push to ensure dedicated funding for bike share, which is a form of public transportation. The strategies that Foltz has used over the years to gain support for bike share (including taking elected officials on bike rides using bike share) can be added to the list of best practices. In a place that is not particularly bike friendly, where bicycling is often not a priority issue, Foltz has successfully turned unlikely groups of people on to bike share.

Eventually, Cook left the city to work at Spark CDI, a nonprofit community development organization in North Omaha, where he continued the trail project. He led community engagement and wrote the North Omaha Trail community design guide. He then led the design team through construction, leading public art and placemaking efforts for Phase 1. Heartland Bike Share was just one of the many partners Spark engaged with. Spark connected with residents and organizations in the neighborhood to design and vote on the trail project logo, and to have their input in the planning of the trail build-out with a community advisory board. Spark receives comments about what's happening in the community and gathers information about what they know the city is going to do, which they can then communicate to the board. The board, in turn, communicates it back to the community. A separate technical community of experts shares with Spark what they should focus on, review, or consider.

Construction for Phase 1 started in February/March of 2022, with the ribbon cutting on October 22, 2022. Some of the partners during Phase 1 included Keep Omaha Beautiful, who planted trees along the route during the ribbon cutting; artists, including Gerard Pefung, pictured below, on a mural project; and Bike Walk Nebraska, which hosts ride classes. Using data from Strava, a fitness tracking app, Spark was able to gauge trail usage.

“From a recreational standpoint, the number of people that were crossing the Pratt Street Bridge before the trail versus after, it was like an 800 or 1,000% increase,” says Ryan ZimmerMas, senior project manager at Spark. “It was something crazy like that. It’s really opened up that bridge to more users. Put it on the map, literally.”

In 2024, Spark was awarded $8 million from the Nebraska Department of Economic Development to begin work on Phase 2 of the trail. Cook believes more commuters will use the trail with the completion of Phase 2, which will include a solid connection all the way into downtown and to Omaha’s RiverFront. In Phase 2, Spark will be able to install the encasement areas for the Heartland Bike Share docks.

Spark was hopeful that Phases 3 and 4, which would have included the installation of seven bike share stations, would be funded through an Environmental Protection Agency Community Change Grant, but a few months after submitting the grant application, the program was essentially nonexistent. Although this particular grant did not work out, Spark formed lasting partnerships as a result of the grant application process. ZimmerMas says the most impactful piece from this experience was getting the buy-in from the city, other institutional partners, and local grassroots partners, which was emphasized in the grant. Partners on the application included Spark Capital, City of Omaha, Keep Omaha Beautiful, Culxr House, Bike Walk Nebraska, Douglas County Health Department, One Omaha, Seventy-Five North Revitalization Corp., and ROAM Share.

Spark was able to fundraise to complete an initial 10% feasibility study for phases 3 and 4. Now they have a clearer picture of what these future phases will look like and cost, and will continue to fundraise for implementation.

Deisy Cole, current project manager for the North Omaha Trail at Spark, is working with the technical experts to strategize what the trail would look like if Phases 3 and 4 are broken up as smaller amounts of funding become available, and works with those partners to help them identify other funding sources to be able to move their pieces forward as well.

The trail is set to break ground on Phase 2 this April, with expected completion in 2027.

The vision of the North Omaha Trail encapsulates the uniqueness of this Black community in the Midwest — sparking community engagement, multimodal transportation, and environmental justice. 

"This trail offers an exciting — and visible — opportunity to encourage walking, cycling, and just plain old exercise,” says Omaha Mayor John W. Ewing Jr., a native North Omahan. “More than that, it offers a connection between North Omaha and the City, which should not be mutually exclusive places but instead part of the larger fabric that is One Omaha. I’m so excited to see this trail, and I’m excited to support cyclists and others who will use it.”

North Omaha Trail Connects Communities and Centers Its Culture

Across the Heartland — the 20 states that make up the middle of America — communities of all sizes are proving that great cities for biking aren’t just on the coasts. From the network of protected bike lanes of Minneapolis to the interconnected greenways across Northwest Arkansas, local leaders and advocates are making dedicated investments in bike infrastructure to give more people safe and easy ways to move around their communities.

This year’s City Ratings, PeopleForBikes’ annual program ranking the bikeability of nearly 3,000 cities across the globe, highlights the growing momentum toward more connected and mobile communities being built across the Heartland. Cities and towns of all sizes throughout the region are committing to safer streets, investing in protected infrastructure, and offering expanded mobility options for residents and visitors alike.


City Ratings scores are evaluated on a scale of 0-100, with a score of 50 seen as the tipping point to becoming a great city for biking.

Minneapolis (72) is a long-time national leader in building high quality bike infrastructure. Last year, Minneapolis ranked as the top large city for biking in the entire U.S. thanks to their  connected network of protected bike lanes, off-street trails, and low-speed neighborhood streets. Just across the river, St. Paul, Minnesota, earned a score of 61, showing that connectivity and bikeability does not stop at city borders.


Meanwhile, other Midwest metropolitan areas like Milwaukee (50) and Detroit (43) are gaining ground by reimagining how streets serve all road users, no matter how they choose to get around. Cleveland (37) rounds out the top five big cities, signaling a growing interest in improved active transportation in numerous states across the Heartland.

Heartland cities in the mid-size category are proving that big progress doesn’t only happen in big cities. La Crosse, Wisconsin (65), saw a four-point rise over last year’s ratings, highlighting an ongoing commitment to investing in safe places to ride that make it easier for residents to get from where they live to where they need to go. In college towns like Ames, Iowa (64), and Madison, Wisconsin (61), city planners are building connections between parks, schools, and downtowns to make commuting by bike an option for everyday trips.


Some of the most exciting stories in City Ratings each year come from the smallest dots on the map. The car-free Mackinac Island, Michigan, leads all U.S. cities — not just those in the Heartland — with the first perfect score of 100 in City Ratings program history. Sauk City, Wisconsin (90), a newcomer to this year’s ratings, and Washburn, Wisconsin (89), both helped the Badger State secure the top spot as the best state for biking in the Heartland, with an average population-weighted score of 48. These small cities are classic examples of communities where people are able to easily rely on bikes for trips to the grocery store, doctor's office, post office, or any everyday destination. 

Fayette, Missouri, and Murdock, Nebraska, both scoring 89, are also punching above their weight. Their success offers a blueprint for other small towns across the U.S. looking to boost livability, health, and economic opportunity through better bike access.

Arkansas continues to build a strong cycling culture, with five cities represented in this year’s regional rankings. Alongside Arkansas’ top city Fayetteville (51), cities like Bentonville (46) — home to world-class mountain bike trails — and Bella Vista (44) are showing how cycling can become a core part of a city's identity. Rogers (38) and Springdale (34) round out the list, showcasing the tremendous work being done to transform the entire Northwest Arkansas region into a haven for biking — both for recreation and transportation.

What unites these Heartland communities isn’t just geography. It’s the shared commitment to creating places where people can move freely, safely, and joyfully. Whether it's a big-city investment in protected bike lanes or a small-town push for a network of slow streets, the efforts all add up to something bigger: a future where everyone can access the countless benefits of biking.

Highlights From the Heartland: Communities Building a Better Future for Biking

Our annual City Ratings is a data-driven approach to evaluate, compare, and celebrate the best cities for biking in the U.S. and around the world. Based on data from PeopleForBikes’ Bicycle Network Analysis (BNA), each city receives a City Ratings score on a scale of 0-100. 


High-scoring cities often perform well across six factors captured in the acronym SPRINT: safe speeds, protected bike lanes, reallocated space for biking and walking, intersection treatments, network connections, and trusted data.


For 2025, we ranked nearly 3,000 cities worldwide, including 209 new U.S. cities. This year’s ratings feature the return of our best city for biking — the car-free Mackinac Island, Michigan — which boasts the first perfect score in City Ratings history. We also welcome a brand new best large U.S. city for bicycling — Brooklyn, New York — narrowly edging out Minneapolis, Minnesota, which took home the top spot in last year’s rankings. In our European ratings, the tremendous work done to improve bicycling in Paris boosted the French capital to our top international city for bicycling, showing that dedicated investments directly translate to improved City Ratings scores.
